2021 DRAFT Town of Southampton Police Reform Plan available for viewing

On June 12, 2020, Governor Cuomo signed an Executive Order requiring each local government in the State to adopt a policing reform plan by April 1, 2021.  Municipalities must have a police reform plan by April 1st in order to be eligible for State funding. 

In response to the Governor’s mandate, The Town Board of the Town of Southampton established the Community Law Enforcement Review Committee, (“CLERC”) chaired by Town of Southampton Supervisor, Jay Schneiderman and Southampton Police Department Chief, Steven Skrynecki.

In accordance with the New York State Police Reform and Reinvention Collaborative Guidance Documents  the CLERC  “…committee was comprised of local elected officials, clergy and stakeholders within the community who undertook a comprehensive review of current police force deployments, strategies, policies, procedures and practices, engaged with the public-at-large and developed a Draft plan and recommendations relative to the Town of Southampton Police Department for the purpose of enhancing community trust,transparency and optimal community-centric policing relative to current practices, policies,training, programming and outreach.”

The process of developing a DRAFT Plan required that the CLERC committee engage “ in bi-monthly meetings which consisted of presentations and committee discussions, sub-committee meetings, public-at-large surveys and listening forums, a youth forum and law enforcement forum.”

The development stage of the DRAFT Plan has been concluded; the next step is for the Town Board to ratify the document and authorize the Supervisor to sign a certification stating that the process of developing the Plan has followed the New York State Executive Order and Guidance Documents.  This  Certification will then be filed with New York State Division of the Budget by April 1, 2021.

The CLERC is publishing “The Draft Plan and concurrent Recommendations on the Town of Southampton website at for the purpose of receiving further public-at-large comment prior to its adoption.”

PLEASE TAKE NOTICE that the Town Board of the Town of Southampton shall hold a public hearing at a Special Town Board Meeting to be set for Tuesday, March 2, 2021 at 6:00 p.m., to solicit comments from the public on the New York State Police Reform and Reinvention Collaborative Draft Plan and Recommendations prepared by the Citizen Law Enforcement Review Committee (The CLERC) prior to its adoption; and

TAKE FURTHER NOTICE, that due to public health and safety concerns related to Covid-19, the Southampton Town Board will not be meeting in-person. In accordance with theGovernor’s Executive Order No.202.1 and its related extensions, the Town Board meeting will be held via videoconferencing, and a transcript will be provided at a later date. The public will have an opportunity to see and hear the meeting live, and to provide comments.

The public can watch the live meeting online from the Town of Southampton website on the Town Clerk’s Meeting Portal, via YouTube, or through the Zoom App. If any interested members of the public would like to provide comments on the public hearing, comments can be called in during the meeting via a telephone on the Zoom App. Comments can also be emailed up until one hour before the start of the meeting to the Town Clerk at
